    The SEAOSC Legislative Action Committee meets virtually at 4:30 pm on the fourth week of every month. Last fiscal year our activities included updating our Legislative Platform, developing a Net Zero Carbon policy position, and providing input on several state legislation and local policy proposals. The topics we’ve been discussing recently include state legislation such as the Water and Wildfire Resiliency Act, Alquist-Priolo Earthquake Fault Zoning Act, Seismic retrofitting: soft story multifamily housing, Hospitals: seismic safety compliance, and GHG emissions: building materials: embodied carbon trading system. Additionally, we’re discussing an L.A. Council motion regarding an Embodied carbon code. If you are interested in being up to date and having an impact on the latest local, state, and national policy and legislation efforts affecting our profession and the built environment, join the committee and share your expertise and experience so we may make a greater impact together!

    Our mission is to improve concrete construction projects, whether new or existing. We accomplish this by finding and promoting the best information available, whether it is better project specifications, materials, best practices, quality control, code updates, etc.

    The concrete committee was formed, staffed, and began regular meetings in early 2020. Committee members come from all aspects of the industry – engineers, contractors, material suppliers, government agencies, etc.

    The topics in 2020-2022 have included a broad spectrum of advanced, state of the art industry information including concrete mix design, best practices for repair and protection, state of the art testing by maturity meters, teaming up with other industry associations like ACI and NRMCA, promoting safer buildings through the City of LA non-ductile concrete retrofit program, best practices for post tension and precast concrete structures. After the presentation, there is a very spirited Q & A session and sometimes we just have an open discussion meeting.

    About the Speaker

    Dr. Khatri, PhD, SE is a structural engineer for 41 years and member of SEOASC.  He was a faculty member at Cal Poly Pomona for 9 years and holds his credentials from three universities:

    • PhD in Earthquake/Structural Engr from USC
    • MS in Structural Engr from CALTECH
    • MBA in Finance from USC
    • BS in Civil Engineering from Cal State LA


    He has published and presented over 100 papers & Symposiums and written two textbooks on Structural Engieering of Masonry

    ABOUT THE SPEAKER



    Jose leads Holmes' mass timber efforts in Southern California.
    His experience in developing the design of structures on the West Coast allows him to bring a nuanced understanding of seismic detailing and analysis to the table. While well-versed with typical structural building materials, Jose has cultivated a particular affinity for mass timber design and its execution through insightful and elegant structural solutions.

    Dean J. Vlahos FAIA, NCARB, CCCA, LEED AP

    Dean J. Vlahos & Associates

    Architectural Expert Consultant to the legal profession in preparation for Expert Testimony for Mediation, Arbitration and Litigation involving Architect’s Standard of Care, Construction Industry Inter-relationships, Building Envelope Design and Analysis and Construction Technology.  Through his pioneering research, material testing and investigations on landmark projects, Dean is established as a leading national authority on forensics, building envelope design and construction, building codes, complex construction technology, system analysis and construction industry inter-relationships.  President of Dean J. Vlahos FAIA & Associates, he has worked on more than 800 cases throughout the country as a Construction Defect Expert.  In 2010 Mr. Vlahos was elevated into the College of Fellows.

    During the past 45 years of architectural practice, Dean has been responsible for all project phases including: Design, Project Management, Construction Administration Services and Quality Control Document Review.  He successfully completed a wide range of highly sophisticated building types including: institutional, commercial, correctional, hospitals, schools, laboratories, museums, auditoriums, single and multiple family facilities, bomb squad training facilities, totaling more than 18 million square feet of building program space, at an approximate construction value in excess of $26 billion.  Past lecturer for CSTI on the Design of Emergency Operation Centers.  Scope of work contains more than 100 high-rise structures, including steel moment frame and poured in-place concrete buildings along with poured in-place underground and base isolated facilities.

    Mr. Vlahos is a certified disaster volunteer and trainer for the California Governor’s Office of Emergency Services (Cal OES).

Cancellations are required within 3 business days of the event to receive a refund or to avoid being charged. Cancellations will not be accepted after this time and requests for seating after this time cannot be guaranteed. Non-attendance does not constitute cancellation and will still require payment. Limited on-site registrations will be available on a first-come, first served basis, unless the event sells out.

On-site registrations made after close of registration will be charged a $10 on-site fee.
